A New Chapter for Denver Health as Ballot Measure 2Q Brings New Revenue

The Denver community has spoken: By voting “yes” on Ballot Measure 2Q, they are paving the way for a stronger health care future for the city.

The measure implements a 0.34% sales tax increase (about 3 cents on every $10), which will generate roughly $70 million annually. The new inflow of funds will allow Denver Health to make critical investments in emergency and trauma care, primary medical services, mental health care, substance use recovery, and pediatric care. Notably, more than 30% of this new tax revenue is expected to come from visitors, not residents.

The passage of 2Q reflects the hard work of countless individuals and organizations. It equips Denver Health to fulfill its mission of caring for all, regardless of ability to pay, as the city’s population grows.

The ongoing role of philanthropy

With 2Q’s passage, Denver Health Foundation is looking to the future with optimism. Still, while this funding is a substantial boost, it does not fully close Denver Health’s financial gap.

The new tax revenue will help fund core services and offer stability for Denver Health to maintain and, in some cases, expand services. Yet, even with public support from 2Q, philanthropy remains central to Denver Health’s success. Private gifts allow Denver Health to invest in innovation, patient-centered care, and new health initiatives responsive to community needs.

For example, philanthropy remains indispensable in areas like mental health, where demand for specialized programs is growing. It’s also essential to support pediatric care through investments in technologies and treatments that make a lasting difference in young lives.
